Hi. Sorry for my English. I'm from Russia.
Well. I found a way to decompile any progs.dat. 

1) Get proqcc 1.53.
2) Run "proqcc.exe -dec" (progs.dat must be in same dir)
3) There will be a progs.src file, and one of the strings in there will
   be something like +Šč>_.
4) Open progs.dat in hex editor and find this string there.
   there will be somthing like  `event_lightning....+Šč>_...T_Damage'
5) Replace +Šč>_ with anything you want. For example duck.qc.
   like this:
   event_lightning....+Šč>_...T_Damage ==>
   event_lightning....duck.qc.T_Damage
6) Run proqcc -dec again. now that stupid string in progs.src will be
   duck.qc
   and next string will be a stupid string :) get it?
7) After finishing don't forget to delete all .qc files and decompile it
   again.
